No. It depends mainly on the torch design.

That depends on the thickness of the material.

It depends on what you are cutting. For instance stainless oxidizes if 
you use air. Mild steel forms a hard layer on the cut edge if you use 
air or nitrogen.

No. Different voltage and different characteristics. Modern plasma 
cutters are pretty sophisticated beasts.
