I would just design it myself, initially using spice to check my design, and then build and test a model. It would be fun to do.
Since the kind of components that are used in typical filters are well known, you have a starting point. The above will take a bit more time than the fancy tools (a few days) but if your company will not give you the time to do the design yourself or buy the right tools, then, if it were me, I would, in the long term, start looking around for a better place to spend my career.
