Let me expand a bit on the answer James Pawson gave.

Skilled personnel have the training and skill to both identify hazards and know 
how to protect themselves from those hazards.

Let me start with an electric shock example. A licensed electrician should know 
how to determine what the highest voltages in a system will be and where they 
will be located. That person should know what personal protective equipment, 
tools, and procedures are required to safely work with that equipment. They are 
trained on how to deenergize and lock out equipment, and where necessary, work 
with energized equipment.

What training would you give somebody to look at a system and identify creepage 
and clearance distances below the minimum specified in the safety standard? 
What protection would a skilled person use to protect themselves? Reduced 
spacings can create arc and fire risks, and these can present a hazard to not 
only the personnel working with the equipment, but anybody in the area. If 
reduction of levels of safety creates a fire risk, does it pose a hazard to 
others?

IEC 62368-1 lists the different energy classes for thermal hazards, electrical 
shock, radiation hazards, etc. However, some attributes, such as spacing and 
selection of flammability ratings of materials do not have those three energy 
classes. There are fixed requirements. These requirements must be met as they 
protect from hazards that training of personnel would not necessarily provide 
protection.
