IEC 61000-2-5 was compiled from historical sources, so is reliable.
Regarding point a., there was an assumption that broadcast receivers
would be uncommon in the industrial environment. Note also that, because
of European language differences, 'industrial' in the context of
'Classes A and B' means, in British English, 'heavy industrial', and
'commercial' is the same as 'domestic' or 'residential'. Before these
classes were introduced, the original IEC 61000-2-5 identified five
major environments, not just two, and two is really a simplification
step (by the European experts) too far. In the intervening years, a
'power station' environment has appeared, and more recently there has
ben a move to separate 'professional' and 'commercial' environments from
'residential'.

I’ve looked in IEC TR 61000-2-5 which, although it mostly focuses on
immunity, mentions these above reasons. CISPR 16-4-4 seems to deal
with statistical methods. IEC TR 61000-1-1 deals in general terms with
the concept of a margin between Emissions and Immunity. But no
definitions for the derivation of these Classes…
