I would add that either a generic standard like IEC 61000-6-1 ( Immunity for 
residential, commercial

and light-industrial environments) or a dedicated product or product-family EMC 
immunity standard is needed for test level and immunity criteria.  As John 
points out, 61000-4-3 only tells you how to do the testing.

Your partner is misguided. the IEC 61000-4-X series are methods of measurement 
standards, called 'Basic' standards. Products do not comply with them, but with 
the relevant product (or product-family) standard that sets limits and refers 
to the 4-X standard for the method of measurement.

Which 4-X standards apply depends on what sort of product it is - computer, 
appliance, lighting etc..
