I would add that either a generic standard like IEC 61000-6-1 ( Immunity for residential, commercial
and light-industrial environments) or a dedicated product or product-family EMC immunity standard is needed for test level and immunity criteria. As John points out, 61000-4-3 only tells you how to do the testing.
