Creepage distance
1. Is based on the RMS voltage, not the withstand voltage;
2. Is tested by a distance measurement, not a dielectric withstand
test;
3. Is not less than the corresponding clearance distance;
4. Depends on pollution deposition and solid insulation tracking;
5. Is not required if within a sealed enclosure that prevents pollution
deposition;
6. Is a long term degradation safeguard;
7. Depends on no partial discharge.

"Pin with 230VAC through the FR4 PCB with spacing to the inner ground
plane."
Depending on the PCB fabrication, I would expect this construction to be
solid insulation from the 230VAC to the ground plane. Such construction has
no clearance or creepage. Maybe around the edge of the PCB to an edge of
the ground plane.
