2500V test will be done. The PCB temperature was measured to maximum 80C
degrees.

 

But will the clearance distance apply anyway?

Correct. Hipot shall be higher, 2500VDC for OVC II.

 

Please keep in mind that 90degC limit applies for complete PCB. This limit
is somehow connected to delamination of PCB. It is considered if temp is
below 90degC, no delamination is likely.

Depends on many factors. 

 

1.      If PCB temperature is less than 90degC then only dti applies,
without the need for cemented joint test. Since you are talking about basic
insulation, there is no minimum dti for basic, just hipot test.

 

2.      If temperature of PCB is above 90degC, then either

*       You perform thermal cycling test to reduce inner pollution degree to
PD1, then minimum creepage is same as minimum clearance (table 10 with input
of TOV and table 14 with input of transient level).
*       You perform cemented joint test and apply same as under 1)
*       You comply with the same requirements as for top/bottom distances
(table 10 with input of TOV and table 14 with input of transient level).

 

If you have OVC II and PD2 and TOV of 2000V, minimum required creepage
(without reduction for inner layers) is 2,3mm coming from table 17
