If you test that connector with the blunt test probe (aka finger probe) using the procedure described in the standard and it does not touch the connector pins (and you have minimum clearance) then your certifier should reconsider the dielectric test level. Many standards still use basic and reinforced insulation concepts along with working voltage to determine dielectric type test and routine test levels.
