Maybe this should be 

    (unless (and (org-test-for-executable "gfortran") (featurep 'ob-fortran))
      (signal 'missing-test-dependency "Support for Fortran code blocks"))

?

to also ignore the test when gfortran does not exist?  Wild guess.
