Ah, the old 'elevator speech'. My favorite starter is:

"The most powerful communications service available to the private citizen 
anywhere in the world"

Then ask enough questions to find out an analogy the person understands. 
Example: fishing. Is it an expensive hobby? Can be, doesn't have to be. 
Prepper? Collector? Geek?

Find out if the person is a 'techie' or a 'communicator' (you know both types 
of hams) then tailor your response accordingly. If the former, well how can 
they NOT be intrigued by all the technology in ham radio? If the latter, well, 
emphasize the social aspects, meeting new people from all over the world, 
making new friends, etc.

Methinks it is difficult to convert someone that doesn't already have some 
spark of interest because the hurdles are too high. If there is a spark, you 
must tend to it, feed the little flame with care until it is strong enough for 
them to seek out the area of the hobby that interests them.

Alas, I have had zero results getting anyone into the hobby. No, I have no idea 
why. The best candidate was all set to go, but declined because he had too many 
hobbies already.
