Randy; It just might be easier to use one of the MAX232 derivatives (MAX2232 comes to mind) rather than play with level shifting. With the 2232 you will need the chip and about 5 small 0.1uF capacitors. I’m sure that someone sells an Arduino shield that does the task and is already built.
Software? That’s easy. But then I’ve been doing it for 50 years or so… You might want to communicate with Andy Durbin, K3WYC about the project. He has something similar that he uses in his shack to handle the KAT500 and the KPA500.
