Description of Duties:  Under the direction of the Habitat Branch Chief, the 
Program Supervisor will oversee the Department's Land and Water Program in the 
acquisition and disposal of Commission owned and managed properties and water 
rights. This position will manage a staff of three and be responsible for 
evaluating proposed land use activities to ensure consistency with funding 
requirements, agreement terms and conditions, property management purposes, and 
all applicable federal and state laws.  This position will also be responsible 
for annual budget expenditures for land acquisition and property enhancement 
projects as well as ensuring Department policies are in place to efficiently 
and successfully acquire, maintain, and protect wildlife habitat and real 
property capital assets.

This position will supervise land and water right investigations and will 
develop and approve recommendations for property acquisitions, conservation 
easements, water right applications, and land development proposals. This 
position will ensure the program acquires and disposes of property in 
accordance with Commission direction, Department management strategies, federal 
and state laws, and funding source requirements. The Program Supervisor will 
develop and approve acquisition and management agreement documents and ensure 
compliance with the Voluntary In-Lieu of Taxes statute, including appropriately 
calculated payments. This position will also be responsible for coordinating 
with other Department work units and submitting all applicable reports in 
accordance with Department policy, agreements, and federal and state laws. 
Performs other duties as assigned.

Knowledge, Skills, and Abilities: The candidate must have knowledge of/in: 
wildlife species and habitat requirements, principles and practices of fish and 
wildlife management, ecological/habitat relationships and environmental 
hazards, proposal preparation, and relevant federal and state laws, regulations 
and policies as well as Commission and Department positions and policies 
relative to land acquisition. The candidate must have knowledge of water 
rights, land use agreements, easements, and rights-of-ways with a working 
knowledge of project design/layout, surveys, appraisal language, and 
topographic maps.

Candidates must possess the skills and abilities to prepare a variety of 
correspondence including official response letters from the Director and 
Commission. Candidates must have excellent communication skills both verbal and 
written, excellent management skills sufficient to resolve priority and work 
load conflicts and organizational skills in handling multiple assignments. 
Candidate must be proficient with standard computer software to manage and 
track program information via database systems.

The candidate must have a bachelor's degree in a wildlife science or closely 
related field and four years of experience in wildlife research or management.  
A graduate degree may substitute for one year of the required experience.

Position requires possession of and the ability to retain a current, valid 
state-issued driver's license appropriate to the assignment.  Employees who 
drive on state business are subject to driver's license record checks, must 
maintain acceptable driving records and must complete any required driver 
training (see Arizona Administrative Code R2-10-207.12.).
