Hi Mark,

You are quite right, I am out of date. I hadn't realised that 'ant  
fresh_install' now creates a webapps directory, copies over all the  
webapps, and changes the ${dspace-dir} variable in the process. I had  
pointed Tomcat directly at the build directory which holds an  
unadulterated version of web.xml, doh! A mystery solved.
