Yes.  That's exactly what it is.  I attended WMT this morning, armed
with WiFiMan on my tablet.  This told me that of the three APs connected
to the WMT network, only two were working!  The one that wasn't was the
Outdoor AP in the middle of the site, which gets the most use.  As a
result, a connection could be obtained sometimes from the Outdoor AP at
the far end of the site, sometimes from the WiFi Extender inside the
Railway Room, but most of the time the connection was flaky at best.

The weather is a bit inclement for climbing ladders to investigate the
non-functional AP, so we intend to look at it later.
