With my tablet I like the app 'fing' for seeing what is on the network.

I found that I can always connect to the WiFi Antenna, which indicates
that the Webserver is working and providing an IP Address. On one or
two occasions, I was then able to load the WMT-Guest.com page and once
I was able to SSH into the VPN Server. However, most of the time
I couldn't access the network.
Experiment with ping to see what devices respond reliably, e.g. the
other river Pis, spreading further away measured in network devices as
the results are good.
On Tuesday, I intend to go to the site and remove the kit for testing
here.
If it ‘just works’ at home then perhaps it's an interference problem on
site.
