I can only guess myself what it means, but even someone proficient enough in English to figure out it (presumably) means "Hypertext access" would conclude it has to do with authorization/authentication. Yet the main reason why I was exposed to .htaccess files is “SEO-friendly URLs” (rewriting configuration). So I can easily imagine organizations choose to localize or update the name, although I have never seen one do that.
