Of course, we already get different responses depending on whether DO
is set, independent of this draft...

I realize you are using a much more constrained definition of
"response" here just to mean "response code" but in the larger picture
I don't think it's that relevant to hinge on "things are different
with DNSSEC OK" when things are *already* different with it.
