There is no uncertainty. We have a process (RFC 6761) with its
strenghths and weaknesses. Some people thought it would be a good idea
to reopen the debate, this was the mistake. We should have used RFC
6761, period. (Which does not prevent to work on a possible 6761-bis
but closing de facto the registry, pending this work, was a big error,
leading to things like slealth registration, as in RFC 7788.)
