In large part, I believe a simply set of criteria/objective measurements can be 
established that will allow the majority of proposed special name cases to be 
resolved with no contention. I would agree that there will always be borderline 
cases that need human intervention, but even then, there needs to be _some_ 
criteria by which the humans can judge.
