Nuttin' -- they can apply, but the expectation is that it wouldn't be granted. The last new gTLD round "Draft Applicant Guidebook" contained: 2.2.1.2.1 Reserved Names All applied-for gTLD strings are compared with the list of top-level Reserved Names to ensure that the applied-for gTLD string does not appear on that list. <and then a table, containing, amongst other things (including 'ICANN', 'IETF', 'IESG', 'RSSAC' and 'SSAC' (don't even get me started..)) all of the single labels in the "Special Use Names" registry and "*Note that in addition to the above strings, ICANN will reserve translations of the terms “test” and “example” in multiple languages.
