for avoidance of doubt, let's try writing what we actually mean, and arguing it to IESG if necessary. the current philosophy of DNSOP is to write documents in the "If you want to do this, here's how to do it interoperably" style, rather than the "If you're going to do this at all, you must do it this way" style. -- Paul Vixie
