Who knows, but it appears frequently used like this outside the IETF
(google yourself).  It made me wonder what is cause and what is
consequence.  Is it in the rfc style guide because it is used so
frequently?  Or is it used like this because it is in the style guide?

Neither is authoritative transfer...
...but mention frequently like this in other rfcs yes.
