Consensus in a case like this would mean "is there something in the document 
that is not correct," not "does everybody think we should publish the 
document."   It is up to the chairs to determine consensus, and I think Pete's 
document (informative though it may be) on consensus is a perfectly valid guide 
for the chairs to follow in making that determination.
