We could do that.  There is also an even simpler solution: the
developers of p2p applications could simply register the domains they
are going to special-case the same way you would register any other
domain.

For example, instead of asking IETF to reserve .exit, the Tor project
could simply reserve the exit.torproject.org subdomain of their
existing torproject.org domain for that purpose, or they could
register torexit.net, or if they want .exit really badly, they can 
pay ICANN the same application fee any other gTLD applicant would.
