It may work for you if you don't receive too much wrong requests.

For scalable management, however, what you need is call center
operators as a firewall.

But, information on them is easily obtained by anycast servers.

Or, are you mentioning huge scale network mapping and measurements
on zillions of clients behind ~16M servers?
