Not speaking for Verisign's calendar, but if you ask me:

'in Q4 2010'            would be from Sep 23, 2010 to Jan 7, 2011
'by the start of 2011'  anytime before Feb 1, 2011
'in Q1 2011'            would be from Dec 24, 2010 to April 7, 2011

Year    ; +/- a month
Quarter ; +/- a week

And even then, it's all fuzzy.

That's roughly how I read "press-renglish"
