Participation in the IETF is voluntary. Nothing "needs (as in has-must)" to be done, anything that is done is because the participants are willing to work together. Based on the long-running (months-years) tilting over IPR claims, I am not willing to participate in any such discussion.
I've been silent on this topic as I have little to add. My silence is not because I don't care, it's that I don't think it is worth getting involved given the atmosphere.
I know it takes two to tango, that it may appear that I am discouraged because of the back-and-forth over this, but it is the IPR claims that started it. The push back is understandable.
