That doesn't have to be MS DNS, but DNS is non-negotiable requirement regardless of organisation size and, to a large extent, the capabilities of IT staff. At the very least the use of MS AD dictates the need for internal authoritative servers and limits the choice to use Forwarders, or use Root Hints for everything else.
