I went back and choose Ireland this time and the install continued until the package selection, where I didn't get to choose a GUI. I continued the install and, as expected, when I rebooted, it booted to a CLI login. I re-installed again, but this time selected 'pkgmaster.devuan.org' instead of 'gb.deb.devuan.org', It now installed correctly.
