We do not write RFCs using such text normally. RFCs tell what the
implementations need to do to implement the thing. If they are not
interested implementing they ignore the RFC (regardless whether they
read it or not).

If we need to add "If you plan to implement this RFC, then you need to
do xxx" for every single action in the RFC, it gets impossible to read
it.

We simply say "Do xxx" without extra junk.
