Hi all

To improve the accuracy of the localflavor translation report I integrated with 
the CLDR to get better data on which language should be present for a 
particular localflavor. The report currently includes all official languages 
for each localflavor's territory. For each language, I included the percentage 
of residents that speak it, to make it easier to see the relevance.

There are still caveats: the issue with untranslated geographical names is 
still there. A few other caveats are mentioned in the report itself.
