It's quite naive to assume that the country code matches with a the language code of the country's native language. It's actually a many-to-many mapping. The native language of Estonia (ee) is Estonian, but the language code happens to be "et". People in Switzerland (ch) generally speak German, but Switzerland has a significant French population and 2 other official languages. Ideally localflavor would cover all official languages of the country. etc...
