OVS 2.4 is not compatible with DPDK 2.1 (or above).
Looking at the DPDK 2.1 implementation you will discover the reason.

"Note that this breaks compatibility with DPDK v2.0.0 although only
for the library name change."

Also, not only OVS 2.5 has a lot of improvements but also DPDK 2.2 and 2.1
over the version 2.0 specially about MSI/MSI-X.
