Yes, a dhcpcd hook modifies /etc/ntp.conf by default.  If you dhcp server
is sending the IPs for NTP servers, they get inserted in the file.

It appends this at the bottom:

# Generated by dhcpcd from lxcbr0.dhcp
server 204.17.205.8
server 204.17.205.1
server 204.17.205.7
# End of dhcpcd from lxcbr0.dhcp
