Would refclockd be a part of NTP?  If so, I’d be ok with that.  I just have no 
need for GPSd on a pure time server.

How portable is “SHM”?  Is it covered everywhere NTPSec wants to go?  Is GPSd 
portable to everywhere NTPSec wants to go? (I’m asking, not arguing - I don’t 
know the answers).

I know there are some bastardizations of NMEA, but of all the GPSd protocols, 
it’s probably the simplest, and for time control, we are taking about just 
using a minor fraction of it.
