I'm not sure I see the point.  The dependencies are there so that the
scriptlets work.  If the scriptlets don't actually need to work then
there's no point in having the Recommends: at all, especially of other
essential parts of the system will pull in systemd if necessary.

And I'm not sure what harm would occur if systemd gets installed later.
All that's missed for package install is the daemon-reload call which
isn't a problem.  If systemd isn't installed at package upgrade or
uninstall time, the scriptlets for stopping or restarting the daemon
aren't relevant either.

So maybe I'm assuming too much, but I wonder if we couldn't drop just
the systemd dependencies entirely.
