To me it seems that core applications are currently stuck in development because key persons do not have enough time. For example Bodhi2 is expected for years. Also getting signature verification into fedup is blocked by implementing signing in the composing process. In general I would welcome if some time could be freed to make sure that every code that is produced by Fedora can be easily acquired via a secure and verified way.
