The OpenPGP / PQC draft has been sitting in the queue for publication
for ~2 months:
https://datatracker.ietf.org/doc/draft-ietf-openpgp-pqc/17/
It should get published as an actual RFC "any day now" ... or so I've
heard. A month ago.
