No, it doesn't seem to enable oneAPI - neither in runtime for me, nor
according to the build logs where you can see:
-- oneAPI not found, disabling WITH_CYCLES_DEVICE_ONEAPI
-- SYCL 6.0+ or Level Zero not found, disabling WITH_CYCLES_DEVICE_ONEAPI
