I'd argue that it'd be better to define the user in just on place. But technically, having the same definition in both places is possible: systemd-sysusers will not warn about a duplicate identical definition. So I think we can conclude that it's fine to convert to sysusers.d. Right now we have slightly conflicting definitions, so systemd-sysusers will emit a warning. The maintainers will have to reconcile the definitions at some point, but that can happen asynchronously.
