Rather than a `dnf-is-dnf5` package, we are working on a COPR repository to ship dnf5 and dnf with obsolete directives. The packages will be built from dist-git (therefore following fedora versioning) and will be suited for testing dnf replacement. I see this as a good chance for testers and daily users. This COPR repo will be ready by the end of next week and I will announce it on fedora-devel.
