I am aware of Salsa. Salsa functions largely as a fancy code host, rather than something where they leverage more of its functionality. They do have GitLab CI, but it's only used on some code projects. The bulk of the projects that are packaging ones have no CI to speak of. All of the packaging test stuff works off uploads by DMs/DDs into the queue for ftpmasters, which is disconnected from the VCS entirely. Moreover, Debian does not mandate that packaging has a VCS or that if it does have a VCS that it has to be on Salsa.
