The "fedgkg retire" tool is/was broken and could not perform a retirement
<https://pagure.io/fedora-infrastructure/issue/6212>.

Koji reports for ibacm source package:

$ koji list-pkgs --show-blocked --package=ibacm
Package                 Tag                     Extra Arches     Owner

ibacm                   f27                                      releng
 [BLOCKED]
ibacm                   f26-Alpha                                honli
ibacm                   f26-Beta                                 honli
ibacm                   f28                                      releng

It means the package was not removed from Rawhide (f28) repositories.

If rerunning "fedpkg retire" does not help, you should file a ticket to
<https://pagure.io/fedora-infrastructure/issues> or
<https://pagure.io/releng/issues>.
