Sure.
1. add comments to each field of structures like EDKII_DEVICE_SECURITY_POLICY 
and EDKII_DEVICE_SECURITY_STATE.
2. add comments to all the macros defined in this patch to explain the meaning 
and more important how they are going to impact the logic.


I don't believe a PCI/USB BUS driver developer need understand this protocol.
The PCI/USB only need to understand MdeModulePkg/DEVICE_SECURITY_PROTOCOL.

The IntelSiliconPkg/DEVICE_SECURITY_POLICY_PROTOCOL is for the internal 
implementation of a device security driver. It should be unknown by device 
driver writer.
