This is currently a difficult issue for Secretary. There is no automated way to tell a newly-elected committer that the id they have chosen is not legal. So, yes we should use the same approach for all such cases instead of waiting for the inevitable back-n-forth with the PMC and committer regarding why the committer and PMC need to take additional action to get the account created.
