I updated the tools/modify_pmcchairs.rb script to show what needs to
be done to synch both ways.

So at present, you can run the tool without any params, and then
copy/paste the uids into an
 --add or --rm parameter.

[You have to have Whimsy installed with an up-to-date
committee-infot.txt for this to work locally]

It should be easy enough to extend the tool to automatically do the
synch (or just the add) if required.
