GHA seems to support this,

I've added a configuration file in r1922105.

There were no comments about consolidating the jobs to GHA so if the
notifications above work, I'm going to assume lazy consensus and migrate
the backport-conflict job to GHA. (The svn-warnings job already has a
corresponding job in the GHA autoconf workflow).
