I was referring to the fact that we haven't gotten spam moderated through to 
the list.  But you're right in that this could either mean good moderation or 
no moderation, and we have no way of determining which.

Agreed.  I'm just not sure what steps need to happen to make that reality (nor 
did I know on tigris, fwiw).
