I also think (but am not sure), that moderators need to be members of the project, in an ASF sense. That being said, I haven't heard any complaints from current moderators about the workload, nor have I seen any ill-moderated mail come through, so I'm not entirely sure of the need for additional moderators at this point. -Hyrum
