Minor issue with the tag link. It should be https://github.com/apache/incubator-stormcrawler/releases/tag/stormcrawler-3.1.0
I personally would prefer if the tag was 3.1.0-RC1 and that the 3.1.0 tag get added to the same commit when the vote passes - but that is just a personal preference (and how the PMCs that I am involved with operate).
